RIR for Proposed Amendment 119 to the FMP for the Groundfish of the BSAI and Amendment 107 to the FMP for the Groundfish of the GOA: Full Retention of Rockfish for Fixed Gear Catcher Vessels

October 06, 2019

Analysis of a proposed requirement for fixed gear catcher vessels to retain all rockfish species.

This document analyzes proposed management measures that would amend the Bering Sea/Aleutian Islands Fishery Management Plan to require full retention of all rockfish species for fixed gear catcher vessels in the Bering Sea/Aleutian Islands and Gulf of Alaska. Other management measures include an option to establish a maximum commerce allowance and anything over that limit cannot enter commerce. Rockfish that is processed into fish meal would be excluded from this limitation. Another management option is to require full retention of rockfish even if the species is on prohibited species status while still prohibiting these retained rockfish from entering commerce.
