Analysis of a proposed action that would amend the BSAI and GOA FMPs and Federal regulations related to the License Limitation Program (LLP) and its application of area endorsements on LLPs held by trawl catcher vessels and trawl catcher processors.
Regulatory Impact Review/Environmental Assessment/Initial Regulatory Flexibility Analysis of an action under consideration. This action would remove area or subarea endorsements from latent License Limitation Program licenses on trawl catcher processors and trawl catcher vessels.
