August 01, 2010

Analysis of a regulatory amendment to revise the approach used to assign angler endorsements to charter halibut permits under the halibut charter moratorium program in International Pacific Halibut Commission Areas 2C and 3A.

This document contains a Regulatory Impact Review and a Final Regulatory Flexibility Analysis of a regulatory amendment that would revise the approach used to assign angler endorsements to charter halibut permits. This refers to permits held by charter halibut businesses receiving more than one permit under the halibut charter moratorium program in International Pacific Halibut Commission Areas 2C and 3A. The effect of the action is to more closely align angler endorsements with the distribution of highest client loads for vessels used by qualifying applicants. The Review addresses cost-benefit analysis requirements contained in E.O. 12866. The Analysis addresses the requirements of the Regulatory Flexibility Act to analyze implications for small entities.
