Final Environmental Assessment/Regulatory Impact Review For Amendment 12: Revisions to the Fishery Management Plan for the Salmon Fisheries in the EEZ Off the Coast of Alaska

The Fishery Management Plan is being revised to comply with the recent MSA requirements and to more clearly reflect the Council’s policy with regard to State of Alaska management authority for commercial and sport salmon fisheries in the EEZ.

The Fishery Management Plan for the Salmon Fisheries in the EEZ off the Coast of Alaska manages the salmon fisheries in the United States Exclusive Economic Zone (EEZ; 3 nautical miles to 200 nautical miles offshore) off Alaska. With this proposed action, the Council is revising the FMP to reflect both its policy for managing salmon fisheries and to comply with MSA. The proposed action has two parts:

  1. alternatives for defining the scope of the FMP and determining where federal conservation and management is required
  2. options for the specific management provisions in the FMP that apply to the fisheries managed under the FMP.

This document provides decision-makers and the public with an evaluation of the environmental, social, and economic effects of alternative fishery management plans for the salmon fisheries in the EEZ. It addresses the requirements of the National Environmental Policy Act and Executive Order 12866.
