Summary

These actions are necessary to promote management and conservation of groundfish and other living marine resources. They are intended to further the goals and objectives contained in the fishery management plan that governs these fisheries.


Amendment 11

This amendment:

  1. established a split season apportionment of pollock for U.S. vessels working in joint ventures with foreign processing vessels
  2. changed the definition of prohibited species

Amendment 11a

This amendment accomplished the following:

  1. catcher/processor and mothership processor vessels operating in the Bering Sea and Aleutian Islands area are required to maintain onboard a transfer log and to report information weekly about transfers of groundfish products
  2. the starting date for the public comment period for proposed annual specifications is changed

Amendment 12

This amendment:

  1. required U.S. vessels that receive groundfish harvested from the U.S. exclusive economic zone (EEZ) adjacent to Alaska to report such receipts and transfers weekly
  2. established prohibited species catch (PSC) limits for groundfish species, applicable to U.S. fishing vessels delivering their catch to foreign processing vessels (JVP), and to foreign directed fishing
  3. established rock sole as a target species separate from the “other flatfish” category
  4. removed the requirement to complete a resource assessment document annually by July 1

Amendment 12a

This amendment controls the incidental harvest of certain species of crabs and Pacific halibut in commercial fisheries for groundfish in the U.S. exclusive economic zone (EEZ) of the Bering Sea and Aleutian Islands (BSAI) area.

Amendment 13

Regulations implement by this amendment:

  1. specific seasons are deleted from the FMP and all future seasons changes will be established by regulatory amendment
  2. a comprehensive data collection program is approved, which consists of augmented recordkeeping and reporting requirements and a mandatory observer program
  3. the Secretary's authority to separate or combine species within the target species category is clarified
  4. areas in the vicinity of the Walrus Islands are closed to fishing for groundfish
  5. fixed percentages of the allowable harvest amount of sablefish are allocated to trawl gear and fixed gear

Amendment 14

This amendment prohibits the stripping of roe from female pollock and discarding female and male pollock carcasses without further processing and require issuance of regulations limiting this practice to the maximum extent practicable. The Magnuson Fishery Conservation and Management Act (Magnuson Act), as amended by the Fishery Conservation Amendments of 1990 (Pub. L. 101-627), prohibits the stripping of pollock of its roe and discarding the flesh of pollock.

These implementing regulations:

  1. limit to the maximum extent practicable the practice of roe stripping
  2. seasonally allocate the total allowable catch of pollock in commercial fisheries for groundfish in the U.S. Exclusive Economic Zone adjacent to Alaska
