Abstract:

This data is to visualize the regulated area for Virginia as it pertains to the Bottlenose Dolphin Take Reduction Plan as designated by 80 FR 6925, February 9, 2015, regulations for various pound net restrictions. Regulated waters are all Virginia marine and tidal waters, within 3 nautical miles (5.56 km) of shore, and the southern mainstem Chesapeake Bay bounded on the south and west by the Hampton Roads Bridge Tunnel across the James River and the Coleman Memorial Bridge across the York River; and north and east by the points connected by straight lines shown in the federal regulation.<http://www.gpo.gov/fdsys/pkg/FR-2015-02-09/pdf/2015-02607.pdf>

Several sources were used to create the BDTRP regulated areas: the NOAA Medium Resolution Vector Shoreline was used for the shoreline for the area; the ESRI Data StreetMap USA bridges layer was used to cut the polygon at the bridges. Points from the federal regulation were connected by straight lines to bisect the Chesapeake Bay. The source for the 3 nautical mile/ state waters line was NOAA-NOS. These lines were merged depending upon the regulations in the BDTRP.
